During the 1970s, Frank and Parris received the Lord at the New Orleans Lakefront during the height of the “Jesus Movement.” They soon married and, after graduating from God’s Army Seminary of the Bible in Kerman, CA, returned to New Orleans where they founded what was then known as Victory Assembly. For more than 46 years, Pastors Frank and Parris Bailey have faithfully served as the founders and senior pastors of what is now Victory Church.

With a heart to welcome the “Franks and Parris’” of this generation, Victory Church exists to serve the community throughout the New Orleans Metropolitan Area. It has become widely known for its evangelical multimedia production Más allá de la tumba and its annual July 4th outreach, Alimenta a las multitudes, which offers free food and ministry to thousands. Victory Church has become a destination for hungry believers to encounter God’s presence, express their worship, and grow in their spiritual walk. Over the years, anointed worship leaders have released the sound of heaven through numerous recordings. It quickly becomes evident that Victory is a church marked by compassion—reaching out to the brokenhearted and forming a community of believers who use their gifts for the glory of God.

Pastor Frank carries a God-given hunger for revival, and the Lord has opened many doors for him to minister around the world. In these meetings, God has moved powerfully through manifestations of joy, healing, and deliverance, and many lives have been transformed by the outpouring of the Holy Spirit.

Flowing from their love for the lost and passion to spread the message of salvation, the Baileys have sent missionaries to various nations, where churches and schools have been established. As extensions of Victory Church, Pastors Frank and Parris also founded Academia Cristiana VictoriaEl Colegio de Ministerio de Bethesda y la Biblia, and Centro de Restauración del Canto de María para Mujeres.

Mary’s Song operates at Bethesda Community, a quaint property in the heart of River Ridge, where the ministry provides housing not only for women currently in the program but also for graduates in eight two-bedroom apartments designed to support their transition into a new life in Christ. The Bailey’s most recent endeavor, the School of Prophets—a housing and training program for Bible school students—is also located at Bethesda Community.

Pastor Frank continues to inspire others through his deep, experiential walk with the Lord. He is the author of several books, including The Unseen World of the Holy SpiritHoly Spirit the Promised One, and The Eye of the Storm, written in the aftermath of Hurricane Katrina. Together, Pastors Frank and Parris have also written The Wonder of Christ at Advent, a Christmas devotional, as well as a commentary – The Gospel of John. In addition, they write a daily devotional blog called Fisherman.”

Pastors Frank and Parris Bailey have four children and six grandchildren, and they deeply enjoy spending time with their family whenever they can.
